McKinney-Vento Act and Homeless Students

“How do I know if a student's living arrangement qualifies as ‘homeless’? … Are all ‘doubled-up’ students considered ‘homeless’? … What do the terms ‘fixed’, ‘regular’, and ‘adequate’ mean? … How do I know if a residence should be considered ‘substandard’? … When is an identified ‘homeless’ student no longer considered ‘homeless ‘? … Are students who live outside the country eligible for ‘homeless’ status?” If you have been challenged by the answers to any of these questions, then this training opportunity is for you! Federal and state law requires that school districts provide educational services to students identified as homeless. Tim Stahlke, from the Texas Homeless Education Office (THEO), will discuss the key provisions school districts must adhere to regarding the rights and services afforded to children and families experiencing homelessness that are found in the federal McKinney-Vento Act, Title I/NCLB, IDEA, the College Cost Reduction Act, and Texas state laws . Recent changes to the PEIMS reporting for homeless students and unaccompanied youth will also be reviewed. Living situation scenarios will be discussed to help participants clarify their understanding and application of the law. This interactive workshop is intended for anyone interested in ensuring that all students have the opportunity to enroll in, attend, and succeed in school, including school district and community agency personnel.
