Mrs. Olige oversees the Food and Nutrition Division and has statewide administrative oversight for the operations, policy development, strategic planning, and financial management of 12 federal nutrition programs with a budget of more than $2.2 billion in Texas. These programs have an impact on the state’s public, private-nonprofit and charter schools as well as numerous residential child care institutions, food banks, and other community and faith-based organizations.
Mrs. Olige will present on the new Procurement Review that will be launched in spring of 2017, all contracting entities on the 2016-2017 review cycle should expect to receive a procurement review even if their administrative review was conducted in fall of 2016. The review is designed to gather information to
• review procurement activities conducted by school food authorities (SFAs)
• to ensure compliance with Program and the government-wide procurement standards.
• The Food and Nutrition Service (FNS) Tool includes questions, regulations, and resources for evaluating the information to assess compliance, capture technical assistance provided, and establish findings and required corrective actions, as applicable.
• The review is designed to help State agencies provide sufficient procurement oversight of and technical assistance for School Food Authorities.
• Procurement procedures must be conducted in a manner that maximizes full and open competition (2 CFR 200.319(a)).
