Multiple clusters within grades 2–12. The raters are required to complete training in the cluster in which they have the most ELLs. Teachers will review online basic training course practice activities in the additional cluster(s) to check their readiness to apply the PLD rubrics appropriately.

New teachers to the K-1 and 2-12 cluster.
