Literacy for All! Designing Literacy Learning Environments (Foundational Literacy Skills), Grades 4–12

Literacy for All! Designing Literacy Learning Environments is designed to support educators in addressing the needs of students in grades 4–12 who are not yet reading on grade level due to gaps in foundational literacy skills. Many older students experience difficulty with comprehension because these critical skills were not fully developed; this session focuses on closing those gaps to improve overall reading outcomes.
Participants will develop a strong understanding of the science of teaching reading, including the essential skills required for reading proficiency, how the brain learns to read, and how cognitive processes associated with learning differences—such as dyslexia, dysgraphia, and related disorders—impact literacy development.
Across this two-day session, participants will:
Explore the research behind effective reading instruction and the progression from learning to read to reading to learn
Examine how learning differences affect the acquisition of foundational literacy skills
Engage in hands-on activities aligned to Kindergarten–Grade 5 ELAR standards to deepen understanding of skill development
Apply the Universal Design for Learning (UDL) framework to identify and reduce instructional and environmental barriers
Design instructional supports, including accommodations and assistive technology, to improve access and outcomes for students with reading difficulties
While the focus is on grades 4–12, this session is appropriate for any educator supporting students with disabilities or addressing foundational reading needs.
This session was developed by the Texas Network in collaboration with the Texas Education Agency (TEA) and is aligned with the HB 3 Reading Academies. K–3 educators must still attend the HB 3 Reading Academies to meet legislative requirements.
