Addressing the 1% Participation Rate For STAAR Alternate 2
Presented by Angela Wilkins, TEA - Assessments, Special Populations. Due to the 2015 ESSA requirements that placed a 1% cap on the alternate assessment participation rates for the state, TEA is in the process of submitting to the USDE a limited waiver to allow Texas to exceed the 1% cap for the 2018-209 school year. Although the ESSA requirement is at the state level, not the district/charter school-level, TEA will provide oversight and guidance to Region One school districts who are exceeding the 1% threshold. The training will include a process for reviewing data specific to the region and training on five steps LEAs can take to ensure that ARD committees are making informed assessment decisions and that parents clearly understand the assessment decision process.
