Evidence-based Assessment of English Learners: Contemporary PSW evaluation for SLD via X-BASS, C-LIM, and the Ortiz PVAT.

Description: This advanced workshop will outline the critical issues involved in nondiscriminatory evaluation of Specific Learning Disability (SLD) with English learners and will include presentation of a practical framework for assessment, an evidence-based approach for determining test score validity, and a full operationalization of criteria and procedures for determining SLD using a pattern of strengths and weaknesses (PSW) approach. These elements will be presented and described within the context of contemporary tools and research that are supported by use of X-BASS and C-LIM to facilitate evaluation of the validity of test scores and PSW analyses for SLD, as well as supporting evaluation of language with the Ortiz PVAT to address the concept of "difference vs. disorder." Case studies will be used to illustrate procedures, decision points, and integration of these contemporary tools and provide a step-by-step guide for their use in evaluating ELs, regardless of an evaluator’s own bilingual abilities. Overall, participants will receive specific guidance on establishing psychometric, theoretical, and construct validity of test scores, as well as in organizing data for SLD identification within a modern PSW model. Participants encouraged to bring their laptops to receive hands-on experience in using the X-BASS and C-LIM software.
Objectives: In general, participants will learn how to:
1) Recognize the relevant variables that affect test score validity for culturally and linguistically diverse learners.
2) Establish appropriate expectations of test performance for English learners based on current and historical research.
3) Use the C-LIM module in X-BASS for evaluating and establishing test score validity with ELs.
4) Use the PSW Analyzer in X-BASS for evaluating and establishing SLD within a PSW framework.
5) Use the Ortiz PVAT to support diagnostic evaluation of language-based ability, determine intervention/instructional need, and monitor progress/growth for ELs.
6) Apply a comprehensive, systematic framework for nondiscriminatory assessment that represents evidence-based practice.
7) Conduct comprehensive, systematic, and defensible evaluations of culturally and linguistically diverse learners without having to be bilingual or speak another language.
