Mastering Special Education Funding: From Basics to Budget Management

This first part of this session will help participants understand the principles and requirements of special education funding for both state and federal funding sources. You will learn some of the basic things that make special education funding and budgeting so “special”! The second part of the session will equip districts to manage their IDEA-B Maintenance of Effort. Many districts feel helpless to manage the MOE threshold. This session will teach you the variables that you have control over and how you can manage the threshold. The MOE cycle, exceptions, SHARS, 55% program spending, CEIS/CCEIS can all seem overwhelming, but you will be shown a methodical, logical approach to MOE and strategies to use so that you not only maintain compliance, but also manage the threshold.
