Strategic Governance in the New Era of Texas Special Education: Funding, Compliance, and Accountability

The Funding Revolution (HB 2): Gain a strategic understanding of the shift from ""instructional setting"" codes to the new Service Intensity Funding Model effective in SY 2026–27
. Participants will learn about the eight tiers of intensity and five service groups designed to align state funding with the actual cost of Specially Designed Instruction (SDI) rather than classroom placement
.
Mandatory Board Accountability: Review the new statutory requirement that school boards must publicly discuss the performance of students with disabilities at least annually
. We will preview the standardized performance indicators TEA is adopting to evaluate student achievement and learning quality
.
Personnel & Certification Compliance (19 TAC Chapter 231): Understand the updated standards for teachers of record effective September 1, 2025

This workshop will provide a look at how school board, progress monitoring, accountability, and implementation make a difference in student outcomes. This will be a three-hour training that is required above any of the “level” trainings previously mandated. However, if ALL school board members and the superintendent from a district attend the training together and work together throughout the training, dual credit for SB 1566 and Team of Eight training may be awarded.
