Leading Through the SPED Shift: Superintendent Strategies for Funding, Compliance, and System Impact

As legislative changes redefine special education across Texas, superintendents must be prepared to lead through a complex shift in funding, compliance, and service delivery. This ESC session provides a high-level, strategic overview of key updates under HB 2, SB 2, and HB 6, including $1,000 FIIE funding, the transition to a tiered funding model, and new accountability expectations.
Participants will examine the systemwide implications of increased evaluation demand, evolving staffing and certification requirements, and potential enrollment and ADA impacts tied to Education Savings Accounts (TEFA). The session will also highlight governance expectations, including annual board monitoring requirements and emerging performance indicators.
Designed for executive leadership, this session emphasizes proactive planning, risk mitigation, and cross-functional alignment. Superintendents will leave with clear priorities and strategic considerations to position their districts for compliance, financial stability, and sustained meaningful access for students with disabilities.
