Workshop Registration Details

Beginning in the 2026–2027 school year, Texas will implement a transformative shift in special education funding through HB 2 and SB 568—moving from an instructional arrangement-based model to a service intensity framework. This session is designed to help district leaders, special education directors, and campus administrators understand the structure, intent, and practical implications of the new funding system.

Participants will gain a clear overview of the tiered intensity and service group allotments, including how funding will now be generated based on individual student need rather than placement. The workshop will also examine the commissioner’s rulemaking authority, the projected $250 million increase in statewide funding, and what these changes mean for budgeting, staffing, and program design.

Through guided discussion and real-world application, attendees will explore how ARD committee decisions, service documentation, and data coding will directly impact funding and compliance. The session will also highlight immediate and long-term actions districts should take to ensure readiness, maintain compliance, and maximize resources under the new model.
